Anybody in good standing can apply for the post of Chief Director – Head of Service
The
Head of Civil Service, Nana Agyekum-Dwamena has pointed out that the post of
Chief Director is a Public Service post which implies that anybody can apply.
He
was quick to add that the post is “not a carrier progression business. It is
not a promotional business. If you meet the qualification, you apply”.
According to him, the
appointment of Chief Directors involves rigorous processes where applicants who
meet requirements are shortlisted. He explained that out of forty-seven (47)
applicants, twenty-seven (27) qualified for interview and nine (9) where
shortlisted although the Service required fourteen (14) Officers.
Nana Agyekum-Dwamena, who was
speaking at a Thanksgiving Ceremony for the newly appointed Chief Directors in
Accra, hinted that all nine Chief Directors are Civil Servants and for the
first time in history of the Civil Service more females have been appointed to
the post.
In a brief opening statement
read on his behalf, the Executive Secretary, CLOGSAG, Dr. Isaac Bampoe Addo,
called on the newly appointed Chief Directors to put their efforts together in
ensuring that the Civil Service is not shut down by the appointment of
political “apparatchiks”. “By this, the challenge is thrown to us, that is, it
is your duty as Chief Directors to ensure that Civil Service does not lose its
salt to attract the political apparatchiks”, he said.
Touching on the Ruling by the
Supreme Court on Neutrality, he stressed that, “the principles of neutrality,
impartiality, integrity and professionalism should not be weakened and
endangered. These are to strengthen the public confidence in the services we
all render”.
“It is the perfection of the
Civil Servant that will move this country forward and not the Politician”, he
cited the late Nathan Anang Quao, a celebrated and astute Civil Servant. Adding
that, “the late Nathan Anang Quao stood for certain deep virtues that made him
stand tall among the Chief Directors of Public Services: Professionalism,
Excellence, Integrity, Honesty, Neutrality, Anonymity”.
The newly appointed Chief
Directors are; Amin Abdul-Rahaman, Ministry of Transport; Wilhelmina Asamoah,
Ministry of Energy; Amb. Ramses J. Cleland, Ministry of Foreign Affairs and
Regional Integration; Alexander Yaw Arphul, Ministry of Communication and
Digitalization; William Kartey, Council of State; Suweibatu Adam, Ministry of
Lands and Natural Resources; Charlotte Morgan-Aseidu, Office of the President;
Eva Mends, Ministry of Finance; and Eunice Asamani Osae, Office of the Head of
Civil Service.
The newly appointed Chief
Directors are currently serving as Directors in their respective institutions.
However, they are awaiting posting to assume duty as Chief Directors.
Speaking on behalf of the
newly appointed Chief Directors, Madam Eva Mends, thanked the Head of Service
for his mentoring, coaching and being a great example at all stages of their appointment
as Chief Directors.
She pledged complete
commitment to Ministries, Departments and Agencies (MDAs), assigned them as she
and her colleagues deem it a great honor to serve in the Civil Service.
