Presidential Office Act 1993 impede progress of Civil and Local Government Services – CLOGSAG

The Civil and Local Government Staff Association, Ghana (CLOGSAG), has underscored the negative impact of the Presidential Office Act 1993 (Act 463) in the day to day administration of the Civil and Local Government Services.

The Association further stated that the Presidential Office Act has impeded the growth and progress of the Services, adding that the Act in its current form is a duplication of the functions of the Civil Service.

According to the Executive Secretary, CLOGSAG, Mr. Isaac Bampoe Addo, progress and positive change towards national development hinge on the Civil and Local Government Services. Thus, any attempt to tamper with their work was at the detriment of the country. “The impairment of the work of the Civil and Local Government Services would affect the development of the country and turn the tide of progress and positive change”, he emphasized.

Mr. Bampoe Addo was speaking at the 6th Nathan Anang Quao Annual Lecture and Excellence Awards, 2023, dubbed “Constitutionality of the Presidential Office Act 1993, (Act 463)”. The year’s theme sought to equip members with tools to either call for an amendment of the Act or its abrogation.

The annual lecture and awards ceremony is organized in memory of the late Nathan Anang Quao, an eminent civil servant who is noted among other things, for his profound statement “It is the perfection of the Civil Servant that will move this country forward and not the politician”.

A retired Justice of the Supreme Court, Justice Jones Victor Mawulorm Dotse delivered a paper at the 2023 annual Lecture under the year’s theme. He observed among other things that it would be unprofessional on his part to declare the constitutionality or otherwise of the Presidential Office Act 1993 (Act 463).

CLOGSAG conferred the NATHAN ANANG QUAO AWARD FOR EXCELLENCE, 2023 on Mr. John N.O. Ankrah and Mr. Daniel Amamoo.

Deputy Minister, Ministry of Employment and Labour Relations, Hon. Bright Wireko-Brobbey, presented a citation, plaque and framed portrait to Mr. J.N.O Ankrah.

“Your remarkable achievements and significant contributions have not only enriched the labour movement, but have also served as an inspiration to aspiring unionists and advocates of workers' rights.

In appreciation of your service with integrity and professionalism towards the course of the Civil Service and Labour, on this 6th Nathan Anang Quao Awards ceremony, CLOGSAG confers on you the NATHAN ANANG QUAO AWARD FOR EXCELLENCE, 2023”, excerpts of the citation read.

In a brief statement, Mr. Amamoo, on behalf of the awardees, expressed profound gratitude to the leadership of CLOGSAG, adding that the Association has distinguished itself from the popular saying by Antonio in Julius Caesar, “the evil that men do lives after them, but the good is interred with the bones”.

“CLOGSAG has shown that we have moved into a different era and that the good has not been buried with the good”, he stressed.
